Changed the WPA detector to only trigger when the privacy bit is also set.
Arguably, it is "correct" to report WPA when the AP advertises it, but it seems that
a lot of hardware advertises it when it isn't enabled, and this is leading to
confusion.  It's easier to just change the detector.
