More efficient timers

The timer core is way more efficient now - instead of looking at every timer event it does a 
sorted list of timers and only processes the ones that should execute within this slice.  Not
an enormous speedboost, but it shaves a few dozen operations off per second which can help
throughput on critically slow systems.
