Removed broken old example plugin which didn't work, plenty of plugins available

 now for basing new ones from

Added 'make plugins', 'plugins-clean', 'plugins-install', and 'plugins-userinstall'

 to top-level Kismet makefile for building all plugins found (plugin-*) to make

 rebuilding all your plugins simpler when updating kismet

Fixed missing 'return' in spectools-net plugin that could cause kismet to punt on

 startup if the random number wasn't positive
